Property owner or prospective SPN provider

This party establishes or controls the electricity service, appoints contractors and must understand which regulatory and customer obligations remain with it. Outsourcing tasks does not necessarily transfer legal responsibility.

Electrical contractor and engineer

The electrical team works on the physical installation: switchboards, circuits, meter wiring, current transformers, protection, communications wiring and testing. The scope should define design responsibility, installation certification and commissioning evidence.

Metering and data specialist

The metering specialist selects or assesses meters, configures ratios and time settings, establishes communications, validates readings, maintains the meter register and supplies data to the agreed destination. PKTR primarily operates in this engineering, metering, data and integration layer.

Billing administrator or platform

The billing function associates validated readings with customers and tariffs, prepares bills and may manage payments, adjustments, arrears and enquiries. The contract must state who approves rates, owns customer records and handles exceptions.

AES provider and customer-protection functions

The responsible provider must address registration, customer information, billing standards, payment and hardship processes, complaints, disconnection, records and Ombudsman obligations where applicable. A responsibility matrix should name the accountable entity and contractor for every function.

Build a responsibility matrix before buying technology

List each activity, the accountable organisation, the contractor performing it, the evidence retained and the escalation contact. This makes technology procurement more accurate and exposes gaps before customers are affected.

Common questions

Frequently asked questions

Does installing meters make the installer the network operator?

No. Installation is a technical task. The operator or provider role depends on ownership, contracts and who supplies the electricity service.

Can several contractors support one embedded network?

Yes. Metering, data, billing and customer service can be delivered by different parties, provided responsibilities and interfaces are clear.

What should be included in a responsibility matrix?

Include technical operation, data validation, tariffs, billing, payments, complaints, hardship, disconnection, privacy, security, reporting and regulatory contacts.
